An informal Creamery District Working Group met 13 times during 2012 and 2013 to plan for the creation of the Creamery District. A diverse cross-section of neighborhood property and business owners, artists, government representatives and community members met with the staff and Board of Directors of Playhouse Arts over these two years. The non-profit organization, Playhouse Arts, served as the fiscal manager for the fledgling Creamery District organization. Jackie Dandeneau, Playhouse Arts Executive Director, wrote numerous grant proposals and hired Frances Beatty and Fawn Scheer on a contract basis to help with planning, organization, documentation, grant writing and public meeting facilitation.
